Using something like West Systems 105 resin / 205 hardener, wet out your fiberglass on waxed paper. Use a squeegee (like the 3M PA-1 pressure applicator, or an old credit card) to ensure that all the glass has been wetted. Take care to no shear the glass or rough up the weave.
